21 January about the initiative in this area recently taken by his Belgian colleague.

I read the enclosures with interest. You will no doubt want to enquire into the Community documentation quoted in M. Collins' circular letter of 30 December, in particular the tortuous exception-to-an-exception justification for having reports on Hong Kong (was Hong Kong given as an example in the original text?). Whatever the origins of this curious wording, I can see no good reason for joint reports about Hong Kong and I think we should resist the idea. Could we not argue that because Hong Kong is a dependency it properly falls into the first category of exceptions?
