EUROPEAN COMMUNITY PRESIDENCY AND HONG KONG

Your teleletter HKK 020/7 of 9 November 1981 to Derek March gave guidance on his position in relation to joint action by EEC representatives in Hong Kong. You asked in your Inspection brief if there were any remaining problems in this area. Derek has since written to you twice about instructions which have issued either from the Presidency or the Commission on joint commercial and information reports.

The UK Presidency ended without any major problems arising in Hong Kong. Derek, however, sees further problems ahead between now and our next turn in the chair, fostered by an activist Belgian Consul General. He would be happier with more clear cut instructions than the guidance already provided. Clearly it would be difficult Ito secure agreement that instructions for joint action should not

apply to Hong Kong. Would it not, however, be within our own remit to declare that the British Trade Commission, because it is neither a diplomatic nor a consular Post (except in relation to Macao), is not an organisation empowered to take part in joint activity by Community representatives? It is just an idea, but I leave it with you for what it may be worth.
