I attach in draft a reply to Mr Crowe's minute below.

Also attached is a copy of FED's first thoughts on the subject. It has been suggested that we might like to send a joint reply. I think on balance separate replies, ours more on the Hong Kong view and FED's more on the Macao/China angle, would be more appropriate. But we should certainly see each others drafts and I have therefore passed a copy of the attached draft to Mr Thomson.
