In case you have not received a copy of Mr Powell's minute of 1 September, giving an account of his meeting with Dr Fereira da Silva, the Director of the Macau Office in Lisbon, I attach one for your information. Paragraph 9 is of particular interest.

In his minute of 11 June to Mr Crowe, Mr Clift reiterated our concern that Macau should not be given any more favourable treatment than Hong Kong when Portugal accedes to the EC. I would be grateful to know if you have any other indications of Portuguese thinking on this subject, and if any action has been taken to inform the Portuguese of our views on this, as recommended in Mr Byatt's letter to Mr Crowe of 6 July. It is possible that this issue may be raised with the Prime Minister when she visits Hong Kong next week.
