We recognise that the Conference will be of only limited interest to you, but hope that you can agree to attendance of Maclaren or Margolis.

(For Tokyo). Although there will be some discussion of Japan, we expect Far Eastern affairs will play a secondary role in the discussions. We hope you will nevertheless be able to spare Whitehead for the Conference.

(For Hanoi). We have spoken to Ambassador- designate who will attend en route to Hanoi. We hope you will be able to take part also.
