1. We have submitted via SPD a brief on the future of Hong Kong

which takes account of the Prime Minister's recent talks in China.

2.

In New Zealand and particularly in Australia Lord Belstead can expect to be questioned closely by Ministers about how the

talks went and the prospects for the future. The Australians

have already shown interest on a number of occasions in the past.

3.

However, given the complex nature of the question and our

wish to avoid in any way provoking the Chinese we should at this stage avoid taking the Australians or the New Zealanders too much

into our confidence. There may come a time when we ask some of

our Commonwealth friends to help but for the moment it would be

better to play safe.
