HEADS OF MISSION CONFERENCE BANGKOK 13 14 DECEMBER: DISCUSSION PAPER

Hopefully to aid you in your task of drafting a brief discussion paper for next month's gathering of Heads of Mission in Bangkok, I attach some thoughts as to questions which we might seek to focus the discussion on. For convenience I have included in the list the suggestions already made by Mr Elliott and Mr Clift. The list does not attempt to be comprehensive though I hope that it does cover a sufficiently wide range of ground. If we

are to have any chance of an orderly discussion we shall need to keep the number of questions within pretty strict limits.

2.

I also attach, for what it is worth, my own attempt at identifying the main policy assumptions on which we have been proceeding since the last leads of Mission meeting in January 1980. It is all my own work, uncleared with anyone else and only has as much status as I can claim for the impressions of someone who has been involved in these matters continuously since January 1980. It too may therefore be of some help as you draft.
