HEADS OF MISSION CONFERENCE BANGKOK, 13 14 DECEMBER

1. Mr Giffard discussed with the PUS this morning the papers we have been preparing for the Heads of Mission meeting.

We have revised the texts in the light of this discussion and I now attach for Lord Belstead's weekend perusal the following:

Our proposed Agenda (adjusted to take account of Mr Staples' telno 366);

A set of questions to which we would like participants to address themselves (and which we would telegraph in advance to them);

A background paper designed to amplify the leading questions; and

A draft telegram to Mr Staples dealing with the suggestions for adjusting the programme in view of ACM Siddhi's decision to offer a dinner on 13 December and the anticipated prompt departure of some of the participants in the meeting.

Mr Staples has separately joined his voice to earlier ones urgning that Hong Kong should be included as a formal agenda
