I attach the first draft of a discussion paper for the Heads of Mission conference in Bangkok. As we agreed, the draft seeks to summarise British interests, sets out some assumptions which underlie existing policy and suggests a number of questions on which discussion might focus at the conference. I have drawn extensively on your suggestions and on the other helpful contributions provided by Mr Elliott, Mr Haley and

Mr Sunderland in the Department of Trade.
