1. I submit herewith, as agreed, the text of Planning Staff's discussion paper as agreed at a meeting between Mr Giffard and the principal parties with an interest, including DOT, this morning. Attached to it are a series of questions on which we would like to focus the discussion.

2. I understand that the PUS would like to discuss these papers with Mr Giffard, the principal author (Miss Marsden) and myself on Friday morning, 26 November, at 0930. Once the papers have been finally approved, we will despatch them to posts, probably part by teleletter,, part by bag, with a view to allowing our Heads of Mission in the region a little time to digest and reflect before discussion is joined in Bangkok on 14 December.
