The internal Security Force of 2,000 includes a paramilitary force of 150 men, a police force and
a fire brigade. The Commander of the Security Force. is Portuguese, as are a number of officers. Most of the NCOs and enlisted men are local Chinese. Enlistment is voluntary for Chinese residents, but there is compulsory military service of one year for Portuguese living in the territory.
The coordination of security is in the hands of the Higher Council for Security, presided over by the Governor. The Council consists of the five Government Secretaries, the Commander, Deputy Commander and Chief of Staff of the Security Force, and three deputies elected by the Legislative Assembly from among its members.
But
I cannot fully answer this query. The Governor of Macau has his own flag, and the PRC flag is also flown. we would have to ask either Hong Kong or Lisbon about the policy on flags.

As far as I am aware, there are no elected urban or district boards, or any element of election other than to the Legislative Assembly. There is no provision for other elections or boards in the Statute. The territory
may be too small to warrant district boards.
(e) Apart from the Governor, the Government consists of five Secretaries who are appointed by the President of Portugal on the Governor's advice. In January 1982 they were all Portuguese.
