Lord Belstead spoke to Sir Anthony Royle this morning drawing
on the points made in Mr Clift's submissions of 23 and 25 June.
Sir Anthony Royle fully took Lord Belstead's points but refused
to withdraw the Question on the grounds that to do so would excite interest among London based Hong Kong press and so might
create problems for the Hong Kong Government. Lord Belstead then
read to him the proposed reply which Sir Anthony Royle found quite
acceptable; he promised to ask no further Questions on the subject.
