1. I have seen Mr Bullard's minute to you of 14 July. question of diplomatic representation is clearly a can of worms. However, is there not some danger that under Mr Bullard's formula the thick-skins will invite themselves to the service while others who are worthier will not, for whatever reason, be represented? To give an example from

this department's area; it is quite possible that the South Africans (who, despite the controversy over arms supplies to Argentina, purport to have a clear conscience) will seek to be represented; while our less well organised African High Commissioners (whose countries were very robust) will not. That would not look very good.
