In your minute reference MO 5/21 of 5 July to the Prime Minister, you asked for suggestions for a suitable list of representatives from other countries to attend the Service in St Paul's on 26 July. We discussed

this at OD(SA) on 12 July.

I believe that we should restrict the invitations quite narrowly to Ambassadors and High Commissioners (plus their wives) of those countries which provided us with the most specific and practical support. The most defensible grouping, in an exercise where selectivity is liable to cause offence, consists of the countries which applied economic sanctions against Argentina; namely Canada, Australia, New Zealand, France, West Germany, Italy, Netherlands, Belgium, Luxembourg, Denmark, Greece, Norway and the United States. (I omit Ireland, which took off sanctions early and was generally unhelpful.) To these, we should add Switzerland, which as been representing our interests in Argentina and Nepal, since the Gurkhas fought in the repossession of the Falklands. Besides these diplomatic representatives, I believe that we should invite the Secretary General of the Commonwealth, who has given us most clear and consistent support; the representative in London of the European Commission,
