As Mr. Rathbone is on holiday I am sending you this further letter from Mr. EM Waller, of 101 Repulse Bay Road, Flat d-12, Hong Kong, concerning the assistance given by the Government to dependants of Chinese seaman who were killed in the South Atlantic.
