As soon as I saw FCO Telno 119 to Buenos Aires I rang Mr Margolis, the Deputy Political Adviser in Hong Kong to explain why we had not given Hong Kong prior notification of the decision to require the Hong Kong Consul-General and his staff to leave by midday on 14 April. Mr Margolis told me that Hong Kong had already taken action on this and made public this requirement.
