BACKGROUND

1. Mr Robert Parry MP has long been an advocate of an

elected Legislative Council in Hong Kong. This is a

development which neither HMG nor the Hong Kong Government

wish to pursue because it is considered that the Chinese

Government would be extremely suspicious of such a

constitutional move which is normally a major step towards

a territory's independence.

Far-reaching reforms are

in any case in the process of being implemented through

elections to District Boards throughout the Territory for

the first time this year.

Clearly the new system needs

to be properly tried and developed before any other major

changes are contemplated.
