I refer to your letter of 10 September 1982.

Your assumption that revised population estimates are the reason for the decline in the percentage provision is correct.

In the April tables, the population figures were based on a projection made by the Census and Statistics Department in June 1979. This projection was revised to take into account the results of the March 1981 Population Census. The revised figures show a higher population in the secondary school age group; this change was reflected in the July tables and resulted in a lower percentage provision of secondary school places.

Increased demand for school places is brought about by factors which are beyond the planners' control. All that can be done in the face of such increases is to consider remedial measures. One such measure, which we are considering, is to increase the level of provision beyond that approved under Stages I-IV of the Secondary Schools Building Programme. This would mean a further stage of the building programme (Stage V), which would provide 50 new secondary schools by 1992 and would enable us to phase out Form 1-3 places which we buy in the less satisfactory (Category B and C) private independent schools.
