Purpose

To monitor legal immigration from China, to reduce the numbers coming for permanent

settlement to an acceptable level and to ensure that two way permit holders return to China.

To discourage refugees from coming to Hong Kong by, among other possibilities, maintaining the 'closed centre' policy, to exercise better control over

open refugee

centres, and to secure the early resettlement of refugees.

1 August 1982 to 31 October 1982

Progress Made and Present Position

The 1982 daily average legal immigration figure to date is 145. Prior to October approximately 75% of permits issued by PRC were one way permits; the percentage for October fell to 56%. The PRC has agreed in principle that two way permit holders who overstay should be returned to China.

a) Further accommodation at the closed

centre at Chi Ma Wan was made available on 25 September 1982 to accommodate new arrivals, thus increasing the capacity of the centre to 3,500. the end of October, 1982, there were 2,506 detained in Chi Ma Wan, plus 709 in other centres.

At

b) 1,642 refugees arrived in Hong Kong

and 1,071 left for overseas resettlement during the quarter. On 31: October 1982, there were 12,731 refugees remaining in Hong Kong.

Next Quarter's Target

To secure Chinese agreement to the details of a scheme for returning two way permit holders at the completion of their visit; to maintain pressure on the Chinese to reduce the numbers of one way permit holders.

a) To monitor the

construction programme for Hei Ling Chau closed centre.

b) To assess the

deterrent effect of the 'closed centre' policy; to press the United Nations High Commissioner for

Refugees (UNHCR)

to speed up resettle- ment.
