Purpose
(a) (Government Printer)
To produce a new high security version of the H.K.I.D. Card.
(b) (Government Data
Processing Agency)
To provide a computer system to facilitate the issuing of ID Cards and offer enquiry services to authorized departments.
To assess the performance of consultative Boards and Committees and to examine their objectives and terms of reference to ensure that they are relevant to present day conditions in Hong Kong.
To review the proceedings of the Legislative Council and to bring out more clearly the part played by Unofficials in the legislative process.
Progress Made and Present Position
Fitting out work for the secure workshop near completion. Order placed with Bank of England for card design. Equipment ordered and due for delivery in December. Base material samples and new laminate samples continue under test. Staff being selected and vetted. Progress is on schedule.
Stage II equipment installed and accepted. Coding completed and link test in progress. Communication network design finalized. Remote site preparation work commenced. User training plan agreed.
On 27th October, Heads of Branches and Departments were sent a questionnaire for the review exercise due to be completed by 31st January 1983. The number of Boards and Committees to be reviewed is about 385.
Working Party set up and now considering draft report; deliberations not yet finalized but the indications are that the purposes of the exercise can best be achieved by changing the practices and conventions of LegCo rather than by revising the Standing Orders.
Next Quarter Target
Monitor progress up to production in March, 1983.

Answer queries from Departments and analyse returns.
