3. GATT Ministerial

:

Meeting

November 1982

To maintain Hong

Kong's rights

under GATT.

Since the last report, a fourth

round of consultation was held on

29 July. ExCo advised on 24 August

that Hong Kong should proceed with

reference of the dispute to the GATT

unless France made an improved offer

that was acceptable. As the French

proposals at the last round of

consultations on 29 September fell

short of Hong Kong's expectation,

Hong Kong has requested the GATT

Council to set up a panel to give

a ruling on the matter. The

request was accepted by the GATT, and the panel is in the process of

being established.

Hong Kong has participated through

the Geneva Office in the Preparatory

Committee for the Ministerial

meeting.
