#18. Housing for the
Elderly
Purpose
To carry out a trial scheme of purchasing flats in private housing development making use of the Special Coins Suspense Account to provide accommodation for about 700 elderly persons living in groups of 4-6 in a family environment.

Progress made and present position
Next quarter target
A Working Group consisting of representatives of SSB, FB,SD, R & V, HD and the Government Maintenance Surveyor has identified suitable flats in Tsuen Wan Centre in Tsuen Wan and City One in Shatin. Preliminary negotiations have begun with the developers. Requirements for fitting out, furniture and appliances and day to day management of the flats are being examined. Costings are also being prepared.
Subject to the enforsement of the project by the
Legislative Council, Finance Committee will be invited to accept the financial implications of the project. Purchase of flats will then be finalised.

Registry of the Disabled
20. Speech Therapy
To set up a Central Registry of Disabled persons.
To commence a local speech therapy training course,
Data from 60,000 records of disabled persons have been extracted. Government departments and voluntary agencies started sending in data on new cases on 1 April 1982. A Systems Specification and Design Report on the computerisation of the Registry was approved by the Computer Committee on 15.10.82.
The UPGC has advised against the establishment of the local course at the Hong Kong University on the grounds that HKU has found it unable to revise its earlier proposals and that additional training places overseas are being made available. Following endorsement of this advice by the Rehabilitation Development Co-ordinating Committee (RDCC) on 18 October 1982, it has been decided that the proposal should not be further pursued at this stage.
To complete the extraction of the remaining 10,000 records and to proceed with the computerisation of the Registry.
Initiate steps to increase placements on overseas courses to meet requirements.
