in Hong Kong (new item)

To examine the case of establishing an Open University type of institution in Hong Kong which would provide tertiary education through distance learning methods.

On 31 August 82 ExCo advised and the Governor ordered that the UPGC should be invited to consider fully the question of an Open University in Hong Kong. Chairman UPGC wrote on 17 September 82 to give UPGC's preliminary views on the subject. detailed remit is being prepared for UPGC to consider the issue more comprehensively.
