LUTO model was completed on schedule in September.

Of the studies providing cost data input to LUTO, the North East New Territories Study is complete in draft, the North Western New Territories Study is proceeding according to its (extended) schedule, and the Strategic Harbour Reclamation and Urban Growth Study (SHRUG) is on schedule. The North Lantau Development Investigations (Phases 2A & 2B) have been approved in principle by LDPC to start as a consultancy study before the end of the year, but funds are still being sought. The lead time for data on North Lantau lies on LUTO's critical path, and data may have to be synthesised to permit completion within the time scale.

Maximal highway and public transport networks have been prepared and agreed.

With cost data input as the most critical issue it appears that the 'Phase 1 LUTO Solution' will be postponed from March to July 1983.

development of the model and the processing of the studies.

Continue with detailed and critical appraisal of LUTO to facilitate the processing of the findings in future.
