Harbour Crossing Facilities, Study of Options

Purpose

To implement recommendations by the Steering Group on the Revision of the Road Traffic Legislation, and generally to update all of Chapter 220 and subsidiary legislation thereafter.

To decide the sequence of providing additional

crossings and the

implications.

Progress Made & Present Position

(a) The Bill was moved on 28th July,

debate being adjourned until 10th November.

(b) All seven sets of subsidiary

regulations have been approved in principle by the Executive Council.

(c) UMELCO Members have considered the

revised legislation and raised a number of points for further consideration by the Administration.

(d) A publicity programme is being drawn

up by TD in consultation with GIS.

(a)

A bridge at Lyemun is the preferred option for the next harbour crossing subject to no adverse effect on the Instrument Landing System (ILS) at Kai Tak. A consultancy on the ILS implications is proceeding. An interim report on the feasibility of the bridge, its location (as dicated by Airport flight path and Marine Clearance but not I.L.S. considerations) and the type of structure has been received.

(b) The Governor-in-Council has endorsed

a direct approach to the Cross Harbour Tunnel Company as the likeleast method to achieve early construction of the bridge by the private sector.

Next Quarter Targets

Follow up any points raised by UMELCO and resubmit the regulations to ExCo after the Bill is enacted by LegCo.

(a) Go to ExCo with

investigation results.
