Subject

White Paper "District Administration

in Hong Kong".

Purpose

To conduct Urban Council and

District Board elections:

District Boards

Elections in the

urban areas are due in September 1982.

Urban Council

Elections are: scheduled for

March 1983.

Progress Made and Present Position

(1) A Provisional Register of Electors was

published on 18 June 1982 for public inspection. It included 198,135 electors resident in the New Territories and 712,356 electors resident in the urban areas Subject to the publication of a Final Register of Electors due in early August 1982, the 712,356 urban areas electors will be entitled to vote at the September elections.

(2) Detailed planning for holding the

September elections continued. These included

(a) declaring that each of the 76

constituencies shall have one elected member vacancy and that the terms of office of elected members shall be 2 years with effect from 1 October 1982 90

(b) fixing the composition of the 10

urban area District. Boards and declaring that these Boards shall be established as statutory bodies with effect from 1 October 1982:

(c) appointment of Returning Officers

and necessary arrangements for the receipt of nominations of candidates during the period from 6 to 31 August 1982; and

Next Quarter Target.

(1) To publish a Fin

Register of Electors.
