Overseas Recruitment

During the report period, 798 vacancies within
the purview of the Public Service Commission were advertised
locally, and on 31 January 1982, 331 posts were under
recruitment overseas (including 12 posts of Police
Inspector). During the same period, 132 newly appointed
officers (including 14 Police Inspectors) assumed duty
from overseas.

Because of a severe shortage of non-departmental
quarters, which has been mainly caused by the considerable
increase in overseas recruitment over the past year,
an administrative limit has been imposed whereby only
20 newly recruited expatriate officers are allowed to
arrive in Hong Kong each month. Owing to the number of
firm commitments already made, this arrangement is only
expected to become effective in April 1982, and thereafter
the necessity for it, and its effect on the implementation
of Government's approved programmes, will be kept under
close review.
13.
During the report period, 362 rank and file
officers were recruited to the Royal Hong Kong Police
Force, against the recruitment target of 500. On
31 January 1982, there were 731 vacancies in the rank
and file establishment of 20,164.
