To reach a mutual agreement between the Hong Kong Government and the Hong Kong & Kowloon Tharf & Godown Co.Ltd. on details of the development and operation of a transport system incorporating a light rail transit system for Tuen Mun and Yuen Long and to present
a detailed submission to the Executive Council.
Chief Executive (Designate) also appointed on 1 January 1982.

Passenger and vehicle projections for 1991 have been completed by Transport Department. Based on these, KG has revised financial forecasts, but ten year growth estimates have subsequently been prepared by TD/T3 and TB is completing detailed 1986 forecasts.
A review of rolling stock options has been completed.
(c) Phasing-in of services discussed
with TD on 21.1.82.
(d) First draft Bill prepared. Drafting
instructions for a franchise
prepared. Comments received.
(e) TAC has been consulted and agreed
the package.
Next Quarter Targets
Carry out the tasks of
the Transitional KCR Board through its sub-committees
Obtain ExCo approval for
KWG to begin construction.
