The 1974 White Paper on Secondary Education in Hong Kong over the Next Decade stated the Government's objective to make available, by 1979, subsidised education for every child for nine years, i.e. six years in a primary school followed by three years in a secondary school. To achieve the policy, a rapid expansion in the number of subsidised places available was essential. Given the tight schedule, temporary measures, including bought places in private independent schools of acceptable standards, has been adopted. A further stage of building programme is being considera.
These figures reflect the number of school places arising from projects for which financial approval has been received. There include stares I-IV of the School Building Programmes. The demand figures have taken into account the impact of the current and likely trends in immigration (based on the 1979 Population Projection which assured that the level of the legal and illegal immigration from China will taper off in "98-).
The objective is to confine the bought places scheme to all those private non-profit-making schools and private independent schools housed in proper school buildings whose standards are found to be suitable (i.e. Classification A). Bought places in the less satisfactory private independent schools (i.e. Classification B & C) will be phased out.
