To ensure the implementation of the proposals.
To examine the existing arrangements for financial assistance with the purchasing of textbooks.
To improve the benefits under the Grant and Subsidized Schools Provident Funds for Aided Teachers.
(i) Amendments to the Education
Ordinance to effect the proposals have been included in the Legislative Drafting Programme. An FCai concerning the control of Primary 1 admission, the introduction of a pupil record system, the lowering of the minimum permitted age of enrolment and the reduction of the maximum class size is being finalised for submission to FC.
(ii) A publicity pamphlet on the new fee
assistance scheme for pre-primary services is ready for printing and will be available at City District Offices and Social Welfare Offices by May.
The proposed maximum levels of grant are $135 in primary schools and $325 in junior secondary schools. The mechanics of the scheme are agreed and an FCai is being prepared.
The memorandum to present the amendment rules to ExCo is under circulation.
