changes to fringe benefits and also have the power to

review existing benefits. It has written to the Deputy

to the Governor proposing that its Terms of Reference

should be revised to this effect. The Executive Council's

advice will be sought on this proposal.

C. Report No. 8: Educational Qualification Benchmarks

Grades with Student Ranks and Long Service Increments

The Commission has recommended :

(a) the introduction of benchmark entry points

for major Polytechnic qualifications and a

revised benchmark point for matriculation;

(b) that the pay and structure of "grades with

student ranks" should be determined by the

value of the qualifications acquired by

students after training, rather than the

educational qualifications required to

become a student or the length of training;

(c) revised pay scales for matriculation grades

and grades with student ranks in the light

of (a) and (b);

(d) revised pay scales for training ranks whose

value is between 80% and 90% of that of the

existing scales.

These proposals will shortly be submitted to the Executive

Council for advice.
