Purpose

To implement a phased programme for construction of additional and replacement launches and for provision of all necessary support facilities

To implement a phased

programme for the construction of RN workshops etc under a podium with highrise office block above it.

To ensure that transitees do

not remain in Hong Kong without official permission.

Progress Made and present Position

Major constraints on the provision of manpower, training and accommodation are being removed. Marine Department plans to meet Police fleet maintenance needs by means of short and long term improvements to Dockyard capacity were endorsed by relevant policy branches on 29th April, 1982.

The development proposal has been agreed in principle with MOD. Draft MOU and ExCo memorandum in preparation. planning is proceeding.

Detailed

A text setting out new transit arrangements for PRC passport holders has been agreed with the PRC. The essential points of the new arrangements are :

a) Transitees will be given 7 days stay on

arrival.

b) Where justified further extension of stay

will be granted.

c) Transitees who overstay will be repatriated

to China.

These arrangements will come into force on formal exchange of agreed texts.

Next Quarter's Target

To monitor progress on provision of funds for MD expansion plans and ensure that implementation Programme is soundly based.

To conclude agreement

with MOD, secure finance; · consult Executive Council and to set up machinery to oversee the implementation of the development.

Implement the agreed policy and repatriate transitee 'overstayers' to China.
