Purpose

To promote the effectiveness of Port Control operations.

To facilitate

movement at existing and

proposed crossing, while maintaining security.

To replace the

present form of identity card by a smaller and more secure card complemented by

a computerised record system.

Progress Made and Present Position

a) The China Ferry Terminal Facilitation

Standing Committee held its 4th meeting on 7.4.82.

b) The Shipping & Port Control (HK-China

& Macau Ferry Terminals) Regs 1982 may require 3rd draft.

c) Port Security Committee has held 2

meetings and is considering forming a sub-committee to review security at Kwai Chung Container Terminal.

d) Feasibility of Customs and Immigration

control at Shaukiwan/Chaiwan still being studied. Immigration Department's request for 2 additional launches is being processed by Finance and Security Branches,

Hong Kong-China Joint Working Group on Lo Wu and Controls at other Entry/Exit points set up. Various measures agreed. 2 meetings held at Lo Wu and Man Kan To. Preparation of sketch plans of expanded complex at MKT is proceeding.

Detailed planning has continued. The project is "on time".

Next Quarter's Target

a) To watch the progress of

the CFTFSC.

b) Finalisation & making

of Regulations.

c) To continue monitoring

the effectiveness of the Committee and the sub- committee if one is formed.

d) Meetings to be arranged

to sort out remaining problems.

3rd

To implement measures agreed by Joint Working Group. meeting of Working Group in early July.

An updating ExCo paper and FCai will be issued in May. Monitor progress of Inter- departmental Working Group, to ensure implementation date of 1 May 1983 is achieved.
