Re-structuring of shareholdings in RTV
Purpose
To seek the approval of ExCo to permitting under S. 11 of the Television Ordinance Messrs. David Chiu and Dennis Chiu to hold office and exercise control of RTV.
Progress Made and Present Position
Next Quarter Target
A paper was considered by ExCo on 29 June. In ad- dition to granting permission, a further information note was commissioned on the possible ways in which a television station licence could be granted in the hypothetical event of that being necessary before the normal expiry of a licence.
To produce a paper in liaison with CTEL.

Drafting of Environmental Protection Legislation
(a) Air Pollution Control
Bill
To provide for the comprehensive control of air pollution from stationary sources; also to consolidate within one statute the provisions of existing legislation on the subject where appro- priate.
(b) Noise Control Bill
To provide for the comprehensive control of noise pollution.
Bill endorsed by Executive Council on 8.6.82 and introduced into Legislative Council on 16.6.82. The provisions of the Bill are now being considered by the Lego General Services Working Group which has called a meeting with the Administration for 9.8.82.
Comments on proposed
revised approach received from departments and under examination by EPA.
To discuss the provisions of the Bill with the LegCo General Services Working Group and secure the enactment of the legislation
To discuss and reconcile departmental comments, consider any necessary further changes and thereafter to prepare
fresh drafting instructions.
