Consideration is, however,

being given to raising the limit to 25 arrivals per month.

During the report period, 483 rank and file

officers were recruited to the Royal Hong Kong Police Force,

against the recruitment target of 500. On 31 July 1982,

there were 62 vacancies in the rank and file establishment

of 20,200.

Manpower Planning

15.

The Staff Planning Division has recently prepared

a detailed report on the introduction of a computer-assisted

staff planning system for the Government. Consideration is

now being given to how the proposals in the report can best

be pursued.

A Working Party on a proposed Command and

Management Course for mid-career officers was set up in late

April; it is expected to report its findings and submit

its recommendations to the Chief Secretary by the end of

November. The Government Training Scholarship scheme

continues to grow in significance and 113 serving officers

have been awarded scholarship so far this year. The proposed

Steering Committee on Hong Kong Students Overseas, aimed

at maximising the benefits of local expenditure on overseas

education, will be established by October.
