By this bag you will receive a copy of my valedictory despatch. I am afraid, as so often in the past, I must ask your forbearance because it trespasses on your territory. Its theme is all we have done to build Hong Kong up domestically and internationally to be ready for the early to mid 80's, and the parameters within which an arrangement about the future could be reached that would be acceptable in Hong Kong. I had drafted this so that it could have reached you the week before last, and your comments could have been considered in the F.C.0. by the time I get there on May 10th. Unfortunately my illness has delayed things.
However
if you could get comments by telegram to the F.C.0. within the week of receipt, it would be a help. I do not think there is anything startling in it or with which you would disagree.
