of the extent to which the Scheme has been applied, so that we can for instance advise whether Montserrat has made the necessary designation Order to be able to extradite a fugitive to Tanzania.
5. I have explored the possibility of obtaining funds to enable a research assistant to be attached to CLAS to carry out this project on behalf of the Secretariat and ourselves. I have however, found on consultation with CCD and the ODA, that there have been difficulties over the UK's contribution to CLAS of £10.000 a year and that the ODA have no unallocated funds available. Regional TC funds could not be used since they are only available on application by a dependent territory; nor is the fund for miscellaneous emoluments under Vote I C3(4d), which is dispensed on the authority of HKGD, appropriate for this purpose, being limited to the topping up of the emoluments of certain Governors. The Overseas Police Adviser has no funds for these purposes either.
6. I should be grateful if you could consider making funds available for the temporary engagement of a research assistant for a maximum period of nine weeks. As to the payment to be offered I calculate that the median rate of the EO scale would produce a figure of about £14 per day. I hope there is a higher rate than that for occasional work as I fear it would be difficult to attract anyone capable of doing the task at that figure.
7. In the course of consultations WIAD mentioned the possibility that Mr Rushford, recently retired Deputy Legal Adviser and a specialist in dependent territories legislation, might be interested in helping out. I have therefore spoken to him on the telephone on an entirely non-committal basis. While being interested in helping us he did point out that the figure I have mentioned above was extremely low. He appreciates of course that the job is not a legal advisory one, but the sort of thing that anyone who knows their way around laws and would approach the task with care and persistence could do, and that it was not therefore in any way comparable with the current fee charged by certain solicitors of £70 an hour. I myself know little of the market but imagine that something of the order of £25-£30 a day would attract a suitable person, including Mr Rushford, who is interested. A figure based on the top of the EO scale might perhaps be considered appropriate since some understanding of the processes of legislating for the DTs is necessary.
The work would be done in NTD under the supervision of Mr Glover.
