Thank you for your minute of 20 October (not copied) with which was enclosed a copy of Mr Burrows' minute to you of 19 October (copied to ECD(I) and Mrs Denza) and the others concerned for their comments on my minute of 14 October.

2. We have agreed with the Home Office Mr Burrows' suggested short definition, subject to what follows in paragraph 3

'British Dependent Territories citizens who acquire their citizenship from a connection with Gibraltar'.

3. As regards Mr Burrows' suggestion that a comprehensive elaboration of this text might be set down as Regulations under section 41(1)(b) of the Act, we have agreed that it would be preferable to prepare a text on these lines for use as a background brief in Brussels in the event of questions about the implications of the short text, and for use as necessary for reference by the Gibraltar authorities and Home Office in handling applications for registration under section 5. We have also agreed that the comprehensive text might be recorded in some way in Brussels at the discretion of UKREP so that future questions that arise there about the declaration can be answered from it.

4. I should be grateful therefore if you could draft the suggested comprehensive supplementary text for consideration by all concerned.
