Further to my minute of 6 December I enclose a re-typed draft of the Guidance which incorporates various suggestions and is now ready for issue subject to editing by Information Department.

2. As regards the prefix 'Personal' I understand that COD must use the prefix in any Restricted communication to Dependent Territories. We are therefore unable to

send the Guidance in the non-Personal series to Hong Kong and Civil Commissioner Port Stanley, as requested by the departments concerned.
