is very labour-intensive since not only does each passport have to be written out fully by hand but so do the yellow and white index slips. These latter then have to be sorted into alphabetical order and put away in loose-leaf index binders. I know that this subject has been discussed for years and that latterly there has been further delay because of the prospect of the issue of a common format European Community passport. I do hope that aiming for the greatest degree of perfection will not put off further the considerable staff economies which could be achieved by replacing the current Victorian age method.
