To remove any doubts about their status under the Act, I agree that Governors should be a designated category. Besides HMOCS, Her Majesty's Overseas Judiciary should also be included. This is the service to which pensionable expatriate judges in Hong Kong, for example, belong.
3. Paragraph 5 of Miss Brett Rooks' minute relates to contract officers with whom HKGD deal. These would seem to fall to be
dealt with under Section 3 of the Act.

No doubt you are in touch with ODA about OSAS and TC officers.
5. As regards paragraph 5 of your minute, in designating HMOCS and HMOJ you could add the rider that these could be taken to embrace officers in employment subsequently recognised as HMOCS and HMOJ.
