by DTS. We expect the BNA 1981 to be brought into force on 1 January 1983 on which date we shall need to change the look of our passports. I accordingly attach a draft submission on which I should appreciate your comments by close of play on
12 February.
2. There are some points concerning passports which are not covered by the draft submission but of which you should be aware. These are
(i) no change is anticipated in the passports held by British
subjects without citizenship and British subjects under section 2 of the British Nationality Act 1948 - both categories will continue to be described as British Subject' and British protected persons;
(ii)
because of the limited space available for the nationality description of the holder on page 1 of the passport I had previously thought it would be necessary to have a colon before the name of the territory from which a British Dependent Territories citizen derives his status.
However I now find that a clear impression can be obtained from a rubber stamp cut sufficiently small to allow us to dispense with the colon and at the same time avoid modification of the title.
(iii) apart from the title discussed at (ii) above we see no need for governors of dependencies to alter their passport procedures as a result of the 1981 Act being brought into force.
(iv)
as a rule neither the Passport Office nor FCO posts overseas make any endorsement concerning a passport holder's right of abode in a dependency. There is no reason why this practice should change. Indeed we do not hold copies of dependencies' immigration laws; nor are we competent
