Could we not simply define 'Governor' as a British citizen appointed as a Governor of a Dependent Territory?

3. I do not think there would be much difficulty over a serving officer who had a child born after 31 December 1982 establishing his place of recruitment. We in HKGD should be able to ascertain and certify it. There could, however, be difficulty in older cases, particularly in regard to persons born overseas many years ago. We have personnel index cards in the department going back over the years, but I am not sure that the records are comprehensive. I am looking into the matter; it may be that ODA have some records.

As regards the designation of HMOJ under Section 2(3), you will have seen a copy of Mr Rushford's minute of 5 February with Circular Despatch 506/55 showing that HMOJ should enjoy the same rights as HMOCS.
5. I think we shall need to issue an explanatory circular to Governors of Dependent Territories, in particular Hong Kong in due course.
