K. Liberty to establish and direct education institutions
The local Education Ordinance provides for private schools to be set up with the approval of the Governor.
ARTICLE 14: PRINCIPLE OF COMPULSORY EDUCATION, FREE OF CHARGE FOR ALL
Education from five to fifteen years of age is free for all, both on St. Helena and in the dependencies of Ascension and Tristan da Cunha.

ARTICLE 15: RIGHT TO TAKE PART IN CULTURAL LIFE AND TO ENJOY THE BENEFITS OF
SCIENTIFIC PROGRESS AND THE PROTECTION OF THE INTERESTS OF AUTHORS
Right to take part in cultural life
The main government administrative body for the promotion of culture is the Information Services. Included in the Services are the archives, the broadcasting station and the weekly newspaper. The Information Services also show films in community centres in the various island districts. Various societies, clubs and voluntary organizations exist and many are given financial support by the Government;

Other cultural facilities are also provided by the Government Education Department and Social Welfare Services;
(a) A small Government grant is given to various voluntary organizations. Below is a list of grants given to organizations in 1980 (in pounds Sterling):

There are other voluntary orgnisations which do not receive a government grant
(eg. Corona Society, Friendly and Benefit Socities);

A museum has been set up by the St. Helena Heritage Society, a voluntary body. The public library in the main centre of population is run by the Education Department. Community centres are run by the Social Welfare Department. Cinemas set up by private individuals are catered for under the local Cinematograph Ordinance enacted in 1941;
(c) St. Helena has a common culture heritage and there are no ethnic or minority groups;
(d) and (e)
The radio, newspaper and locally produced films are part of the Government Information Services. The majority of radio programmes are produced by voluntary producers;
