No specific legislation provides for the right to the freedom of scientific research and creative activity, but there is no legislation preventing persons indulging in such activities,
(2) Financial constraint prevents the provision of adequate resources to encourage any significant scientific research within this Territory;
(3)
The Government provides financial assistance to local artistes for their participation in Caribbean Arts Festivals.
No restriction is placed on the import or export of books and other forms of literature;
(4) The Government contributes to various organizations engaged in scientific research and creative activities;
(5) The lack of adequate financial and technical resources creates some difficulties in the full implementation of this right.

(a) This Territory has now established strong communication links with the recently established Caribbean UNESCO Office in Jamaica, and will now be in a better position to utilize facilities offered by UNESCO in the scientific and cultural fields.

ARTICLE 13: RIGHT TO EDUCATION
Education on St. Helena is provided free for all children from the ages of five to fifteen years. Matters relating to education are governed by law under the Education Ordinance enacted in 1941. The State has over-all responsibility for education, the policy-making body being Education Committee, the majority of members comprising elected Legislative Councillors. The Chairman is an elected Executive Councillor. Another member is the elected Chairman of the local Teachers Association.
B. Although the educational system endeavours to equip children for vocational skills, it also endeavours to develop the child as a person. In support of the latter, included are subjects such as art and music. The schools are also encouraged to take part in and support activities that help towards the development of young people, and to this end the schools are at the centre of the recently introduced Duke of Edinburgh Award Scheme.
