and 791 in the High School, one of the qualifying examinations of which is the recently introduced Caribbean Examinations Council Examination. Many students however still sit the London GCE Examinations.

There is a vocational and technical wing of the High School to cater to the needs of those students whose aptitudes indicate a preference for technical rather than purely academic study. Opportunities are available annually for the grant of scholarships to school leavers who qualify for university entrance, and there is a programme of continuing education for school leavers, as well as an organized programme of adult education for those who wish to upgrade their skills.

5. A mobile library travels to all districts and is being used to good advantage. At the end of 1980, there were 20 teachers pursuing degrees/diplomas in education at institutions of high learning outside the Territory, with the object of introducing new skills in the teaching and educational development of children of all ages, including the mentally and physically handicapped.

Religious education is non-denominational and is a regular feature in most

schools.

Within the school population, there are several specific groups (boy scouts, girl guides, social and cultural groups). There are no local problems relating to discrimination or minority groups. There is a Scholarships and Training Committee, comprising government and unofficial representatives, which advises on the award of scholarships and fellowships, some of which are funded by international organizations and through United Kingdom programmes for educational advancement.

ARTICLE 14: PRINCIPLE OF COMPULSORY EDUCATION FREE OF CHARGE FOR ALL

The Education Ordinance, No. 21, of 1977, makes provision for the enforcement of compulsory primary education. Such education, as well as secondary education, is provided free of charge. Special facilities are offered to needy children, such as free transportation and special books.

OF THE INTERESTS OF AUTHORS

Although there are no laws covering the provisions of this article, its objectives are pursued through the administrative process. A Creative Arts Festival is held annually under the auspices of the Ministry of Social Services, and is open to all residents. This is used as a means of stimulating interest in cultural activities. This is a popular event at which demonstrations of musical talent, painting and sculpture, drama and poetry, including local folklore, are given.

10. A cultural centre recently constructed with a seating capacity of over 1,500 persons, was used for the main pageant of the 1981 August Festival. The cinema provides opportunities for the showing of specially selected films of moral and cultural content and is well patronized.
