Dear Sir,

We have expressed our interest to the Asian Pacific Postal Union and sought their agreement for our Administration to participate in their meetings as an observer. In their reply, photostat copy attached, they advised that the only possibility to fulfil our desire to become an observer is for them to invite your Administration to attend these meetings which will then be represented by Hong Kong on condition that prior agreement of the majority of their Executive Council members is obtained.

It was also suggested that the matter be brought for consideration of their members in their forthcoming Executive Council meetings to be held in Seoul on October this year.

The proposed arrangement was in fact similar to the one made in 1975 when an invitation was sent to GB to attend the 1975 Asian Pacific Postal Union Congress Meetings. Your Administration did not participate in the Congress but the invitation was extended to Hong Kong and one representative did attend the meetings as an observer. I attach copies of some of the correspondences exchanged at that time.

In order that we may furnish a reply to Asian Pacific Postal Union, I would be appreciated if you would confirm whether the proposed arrangement meets your agreement.
