I attach a letter from the DOI which

sets out the problem.

I think it makes a lot of snese for Hong Kong to attend these regional meetings. A precedent appears to have been set in 1975 and the members of the region raised no objection then. Provided the Secretariat is content that this is feasible and is unlikely to cause any embarrassment to the member states, I can see no objection.
