I am replying to your minute to Mr Livesey.

I suggest that paragraph 2 of your draft telegram should be amended to read:-

'We should be grateful to know how important you consider it is for Hong Kong to attend this meeting

in the light of the difficulties we may face.'

3. I agree with the point in paragraph 3 of your minute, although I doubt if significant enough progress will be made then to affect this issue. In any case, whatever the final arrangements for Hong Kong's participation, if it takes place, we must be wary of the usual pitfalls surrounding the use of the word 'country' etc. In this context, I would be grateful for sight of the relevant parts of the APPU constitu- tion if consideration is eventually given to following Mr Livesey's suggestions.
