1. I am writing on behalf of the Overseas Territories for whose

international relations the Government of the United Kingdom of Great

Britain and Northern Ireland is responsible to request formally

authorisation under Article 3 para 4(b) of the APPU, EC Rules of

Procedure for observor status at the meeting of the Executive Council

to be held in Seoul in October.

2. You may wish to know that if observor status is granted, а

delegation of postal officials from Brunei will attend. No

representative from Her Majesty's Government or the British Post Office

is seeking to attend the meeting.
